Dr. Carlo serves as the chief executive officer for Prism Health, formerly AIDS Arms, Inc. –the largest community-based HIV/AIDS service organization in North Texas. The organization provides comprehensive HIV prevention and treatment services primarily for those without health insurance. Prior to this, he was a Program Director for the Center for Infectious Disease Research and Policy at the University of Minnesota, working with local and state public health officials across the country on bioterrorism preparedness and response. Dr. Carlo served as the medical director for Dallas County Health and Human Services and was appointed the health authority for Dallas County from 2006-2010. In addition to overseeing the clinical and public health services of the department, he was responsible for coordinating the response to a number of public health emergencies and disasters during his tenure, including the 2009 H1N1 Pandemic, West Nile Virus outbreaks, and four large-scale hurricane shelter responses.
Dr. Carlo is President of the Dallas County Medical Society which is the second largest medical society in the U.S. with over 7,000 members. He served as Secretary and Treasurer in 2015, and has chaired the Society’s Emergency Response Committee since 2007. This year he will serve as Chair of the Texas Medical Association’s (TMA) Council on Socioeconomics, and in 2015 was elected as an alternate delegate to the American Medical Association. In 2014, he served as Chair for TMA’s Council on Science and Public Health. In 2015, he received the TMA Presidential Award for his service during the 2014 Dallas Ebola crisis.
Dr. Carlo continues to act as a subject matter expert on public health for the National Education Training Programs sponsored by the U.S. Department of Homeland Security and frequently advises local and state elected officials regarding public health policies. He is on the American Heart Association’s State of Texas Advocacy Committee, and previously served on the board of directors for AIDS Arms, the Dallas County Medical Society, and Jewish Family Services of Greater Dallas. He has also served as vice chair of the Preparedness Coordinating Council for the Texas Department of State Health Services and chair of the Ryan While Planning and Priorities Committee for North Texas.
Dr. Carlo received his Medical Degree from U.T. Southwestern in Dallas and completed a residency in General Surgery at Baylor University Medical Center in Dallas. He received his Master’s and Bachelor’s Degree in Biomedical Engineering from Tulane University. He was also one of the first graduates of the Department of Homeland Security Executive Leaders Program sponsored by the Naval Postgraduate School. He enjoys running long distances and lives in East Dallas, Texas.
